The president is always highly guarded. His cars are armoured, he flies in highly sophisticated military choppers, but here he was, in a train that was making its maiden trip in Kenya, not safe for the head of state. 

It means Uhuru's life was at risk despite the security accorded to the train. This explains why his second in command couldn't travel in the same train. Just in case of anything. 

The only time Ruto joined Uhuru in the train was from Athi River to Syokimau where they were seen alighting together. This explains why many thought Ruto was in the train all along.
